WASHINGTON (AP) — Chinese middlemen launder the proceeds of North Korean hackers’ cyber heists while Chinese ships deliver sanctioned North Korean goods to Chinese ports. China views North Korea as a buffer against the U.S., which maintains a significant troop presence in South Korea. The U.S. has accused North Korea of supplying artillery shells and rockets to Russia, while new evidence shows Hamas fighters likely fired North Korean weapons during their Oct. 7 assault on Israel. “China violates North Korea sanctions it voted for and says won’t work because it’s afraid they’ll work. Such “over-the-counter” brokers allow North Korean hackers to bypass know-your-customer rules governing banks and other financial exchanges.

In some parts of the world, frequent illegal incursions by Chinese ships into other nations’ waters are heightening military tensions. A recent investigation that my team and I conducted revealed a worrying range of human rights and environmental crimes tied to Chinese ships and processing plants. Chinese ships have also fished in North Korean waters, breaking U.N. sanctions, and engaged in violence, wage theft, forced labor, severe neglect of deckhands and human trafficking. Like the boats that supply them, Chinese processing plants rely on forced labor, from North Korea and from Uyghur and other Muslim minorities in China. But it has also stretched the distance between producers, movers and consumers, making it harder to know whether what you’re consuming is tainted by forced labor or environmental crimes.

[1/5] A supporter of former Italian Prime Minister Silvio Berlusconi stands near the 'San Raffaele' hospital, where former Italian Prime Minister is hospitalised, in Milan, Italy, April 7, 2023. REUTERS/Claudia GrecoMILAN, April 7 (Reuters) - Former Italian Prime Minister Silvio Berlusconi is "better than he was", his friend Fedele Confalonieri said on Friday after visiting him in hospital, where he is being treated for a lung infection caused by chronic leukaemia. "I'm sure he'll make it because he's a strong man, and because he's the best prime minister we've had in Italy. A friend of Berlusconi, Vittorio Sgarbi, said before he went into hospital the two had discussed his future. Berlusconi's Forza Italia party is part of Prime Minister Giorgia Meloni's right-wing coalition, although he does not have a direct role in her government.
For four-time Olympian and gold medal-winning ice hockey star Angela Ruggiero, pushing for more media attention and sponsorship dollars for women's sports comes naturally. Today, through her company, the Sports Innovation Lab, she's dedicated to changing that. Ruggiero's Sports Innovation Lab on Tuesday announced a partnership with banking giant Ally to create the Women's Sports Club, a coalition of major brands and media that will work to tackle some of the challenges in buying women's sports inventory and to elevating investment in women's sports. More than 20 global brands that buy and sell sports media and sponsorships are coming together to drive media spending to women's sports. The Women's Sports Club will meet at significant media and sporting events throughout the year, beginning with the South by Southwest event next week in Austin, Texas.
It was not clear what specific sanctions Washington will propose. Washington and its allies have said in recent weeks that China was considering providing weapons to Russia, which Beijing denies. Before that in New Delhi on Wednesday and Thursday, the war will be discussed by foreign ministers from dozens of countries, including Russia, China and the United States. The initial outreach by Washington on sanctions has not yet led to broad agreement on any specific measures, the sources said. Washington should make China choose between access to the U.S. financial system or aiding Russia's war, Ruggiero said, citing the sanctions approach to Iran and North Korea.
South Korea’s foreign ministry announced sanctions on seven other individuals, including a Singaporean and a Taiwanese, and eight entities. The latest sanctions follow a Nov. 18 ICBM test by North Korea, part of a record-breaking spate of more than 60 missile launches this year. There are also concerns that the country may be about to resume nuclear weapons testing, which has been suspended since 2017. Decades of U.S.-led sanctions have failed to halt North Korea’s increasingly sophisticated missile and nuclear weapon programs. “Targeting senior officials inside North Korea responsible for WMD and missile activities and working with South Korea and Japan are important, but it is an inadequate and symbolic response to 60+ missile tests, including 8 ICBM tests,” said Anthony Ruggiero, who headed North Korea sanctions efforts under former President Donald Trump.
Neither explained how that might have affected election results, but said they were asking the electoral authority to invalidate all votes cast on those machines. Diego Aranha, an associate professor of systems security at Aarhus University in Denmark, who has participated in official security tests of Brazil’s electoral system, agreed. Bolsonaro spent more than a year claiming Brazil’s electronic voting system is prone to fraud, without ever presenting evidence. Brazil began using an electronic voting system in 1996 and election security experts consider such systems less secure than hand-marked paper ballots, because they leave no auditable paper trail. But Brazil’s system has been closely scrutinized by domestic and international experts who have never found evidence of it being exploited to commit fraud.
But after North Korea re-engaged in negotiations, he reduced sanctions in exchange for promises of denuclearization, which Pyongyang soon violated. They included sanctions and an indictment against a Chinese company and four Chinese people who helped North Korea evade U.S. sanctions. This robust sanctions policy in the last year of Obama’s presidency extended into the beginning of his successor’s term. More than 20 countries curtailed diplomatic or commercial relationships with North Korea. Yet, instead of ratcheting up pressure on North Korea, Trump turned to other issues for the rest of his term.
Biden administration officials concede that sanctions have failed to stop North Korea's weapons programs - but they maintain they have at least been effective in slowing North Korea's nuclear program. The Security Council has imposed sanctions on North Korea since 2006 to choke off funding for it nuclear and ballistic missile programs. However U.N. experts regularly report that North Korea is evading sanctions and continuing to develop its programs. Some critics like sanctions expert Joshua Stanton fault both the Trump and Biden administrations for failing to exert maximum pressure to stop China allowing North Korea's sanctions evasion. He rejected the idea that Washington should recognize North Korea as a nuclear-armed state.

You’re in the middle of a job interview, a question comes your way and you’ve got… nothing. Even if you’ve prepared for hours, a question can come out of the blue and leave you stumped. Interviewers are going to want to hear about how you’ve handled tough situations or problems in your previous roles. “You can say: ‘That’s a great question, let me think about that for a second,’ look up and around and gather your thoughts,” said Ruggiero. “Repeat the question back to the hiring manager: ‘Now let me get this straight: Are you asking XXXX?’” said Skirboll.
